Keir Starmer's Supporters Initiate 'Halt Andy Burnham' Campaign to Thwart Mayor's Commons Comeback

Close associates of Prime Minister Keir Starmer have reportedly kicked off a concerted campaign to block Andy Burnham, the Labour Party Greater Manchester Mayor, from securing a comeback to parliament. This move follows the resignation of a Manchester MP, which has triggered an upcoming by-election.

Significant Barriers in the Selection Process

Multiple members on the party's ruling national executive committee (NEC) have reportedly suggested it would be highly challenging for Mr. Burnham to navigate the candidate selection procedure. This is primarily due to the significant presence of Starmer loyalists on the committee who are keen to avert any future challenge to Starmer's leadership.

The Labour hierarchy reportedly swung into action following the announcement of the MP's intended resignation, with party figures and MPs raising concerns about the substantial financial cost and political risk of a resulting election for mayor in Greater Manchester.

Burnham's Ambitions and Party Concerns

Andy Burnham has been open about his political ambitions. Last year, he caused outrage in Downing Street and among cabinet ministers when he remarked that numerous MPs had encouraged him to stand for the Labour leadership.

It has long been believed that he is seeking a seat in the Commons to possibly contest the party leadership if a contest to Sir Keir arise. Nevertheless, allies of the Mayor have warned against exaggerating the extent of any planning, suggesting he is passionate about his job as mayor and would only re-enter national politics if he felt he had a meaningful contribution to make.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a source close to Burnham remarked.

Political Landscape and Poll Ratings

Against a backdrop of polls indicating Sir Keir is struggling in the polls and many MPs pessimistic about Labour's prospects at the forthcoming election, Andy Burnham stands out as the sole prominent Labour personality with favourable public approval ratings.

If Mr. Burnham choose to stand, several obstacles stand in his way. He would need to be selected by the NEC—where the chances are not in his favour—and then secure victory in the byelection against competition from Reform and independent candidates, all before any potential leadership challenge.

The 'Stop Andy' Campaign

Senior Labour sources have said that a "Stop Andy" operation is already under way, with the party machinery being tightly controlled by key allies of the Prime Minister.

The Prime Minister himself said that the byelection process was in its "initial phases" and urged his MPs to cease discussion of possible leadership challenges.

Andy Burnham, speaking before the MP's resignation was confirmed, told reporters: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Costs and Risks

NEC members have allegedly cited not only personal animosity towards Mr. Burnham but also the prohibitive cost of a mayoral byelection in Greater Manchester. This could redirect around £500,000 in campaign funds from other key electoral battles across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," one source said.

A number of sources also shared fears about Reform UK attempting to win the mayoralty created by Mr. Burnham, which would represent a significant symbolic victory for them.

Role of the Unions and Democratic Concerns

Being an elected mayor, Mr. Burnham would require the NEC's permission to run. There is also speculation the committee could impose an women-only shortlist to prevent his candidacy.

However, a supporter counselled against assuming the NEC would simply block his candidacy, even though Sir Keir's team is widely thought to dominate it.

The trade unions hold a significant number of seats on the NEC. While the biggest unions are for now keeping their counsel, insiders indicated they would be uncomfortable with anything perceived as meddling from Downing Street.

The general secretary of the Fire Brigades Union stated: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

By-election Battle

The constituency in question holds a considerable Labour lead. However, Reform is expected to launch a strong campaign, capitalising on its vote in one part of the constituency. Labour believes it is on firmer ground in the more populous Greater Manchester section, though it could face a challenge from pro-Gaza independents.

Should Mr. Burnham return to parliament, he would need the backing of 80 Labour MPs to mount a bid for the leadership, a hurdle that is not guaranteed given he is regarded with caution by some on the backbenches.

The departing MP confirmed he was resigning due to declining health, which had made it impossible for him to carry on in his role. He also remains under a standards inquiry related to his membership in an inappropriate online group.
