AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democratic processes just over a week before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the stances of these parties, the report pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
